The author has, since June 2003, been involved as one of the consultants tapped to help oversee the implementation of the modernization program of the Commission on Elections in Metro Manila, the Philippines.

In this capacity, he has gained extensive exposure in the various technical aspects of the program, including the preparation and deployment of biometrics data capture stations, data center site preparations and operations, and to this date, data center network and database administration.

Previous to this, the author has, since 1993, been managing consultant of the IT Division of Mandaluyong, a city government unit also in Metro Manila. And for 9 months from September 2001 to June 2002, he had also been part of a study group tasked to evaluate and formulate recommendations on the eMetro project, a metropolitan-wide computerization program of the Metro Manila Development Authority.

In this capacity, he has gained extensive exposure in developing a wide range of information systems relevant to revenue generation, fiscal and regulatory management, city planning and development, as well as general public administration. Aside from these, he is actively involved as an independent contractor developing front-end Web applications for private business.
